New local govt laws allow indefinite administrators under special circumstances 09.04.2026

Parliament has passed four amendment bills allowing for the indefinite appointment of administrators in local government bodies, including municipalities, upazila parishads, district councils, and city corporations, under "special circumstances." This move, approved by voice vote despite strong opposition, also removes the requirement for local government elections to be held under party symbols. Opposition MPs criticized the legislation, with one calling it a "black law" and questioning the vague definition of "special circumstances" and "appropriate person," suggesting it could undermine democracy. The State Minister for Local Government clarified that "special circumstances" currently refer to the inability to hold elections due to the removal of the party symbol provision.
