The Government has issued Decree 264, effective from July 1, 2024, establishing new regulations regarding special flight and cabin services for key leaders of the Party and State. Accordingly, the Standing Member of the Secretariat has been added to the list of positions entitled to these services, alongside the General Secretary, the President, the Prime Minister, and the Chairperson of the National Assembly. The Decree emphasizes absolute requirements for security, safety, confidentiality, and protocol for these flights. The regulations also detail standards for flight notification agencies, conditions for operating enterprises, implementing units, pilots, and flight commanders, including requirements for accumulated flight hours, experience on specific aircraft types, and clear background checks.
