P20-billion Animal Competitiveness Enhancement Fund delayed to 2028 01.09.2026

Agriculture Secretary Francisco P. Tiu Laurel, Jr. announced that the P20-billion Animal Competitiveness Enhancement Fund (AnCEF) will be delayed until 2028, pushing back its original 2027 launch date. During the Department of Agriculture's budget hearing at the House of Representatives, Laurel explained that new General Appropriations Act (GAA) rules require the DA to submit an organizational chart, staffing plans, and obtain approval from the Department of Budget and Management before the fund can be utilized. The DA has met with Budget Secretary Kim Robert C. De Leon to address these regulatory hurdles.
