She emphasizes that the pension system is not intended to solve the state's budget challenges, and that hasty decisions regarding pensions can have far-reaching consequences. Sirén also stresses the importance of intergenerational fairness in pension policy. According to her, Finland's pension system has features that allow for receiving a pension without actual work, stemming from changes in the 1990s.
