Portland man sentenced to 30 months in prison for throwing rock at ICE officer during protest 12.06.2026

Robert Jacob Hoopes has been sentenced to 30 months in federal prison for aggravated assault of a federal employee with a dangerous weapon. The incident occurred during a protest outside a U.S. Immigration and Customs Enforcement (ICE) facility in Portland, Oregon, in June 2025, when Hoopes threw a rock that struck an ICE Enforcement and Removal Operations officer in the face, causing significant injury and requiring medical treatment beyond first aid. Hoopes pleaded guilty and was ordered to pay over $8,000 in restitution. Federal authorities identified Hoopes using facial recognition technology, matching a tattoo visible on his forearm to one seen on the suspect in a photograph published by OregonLive.com. He will also serve three years of supervised release.
