PRIME Non-tax revenue drops as e-Citizen windfall fades 9h ago

Kenya's non-tax revenue has experienced its first decline in four years, falling by 10.65 percent to Sh109.3 billion for the nine months ending March 2026, down from Sh122.3 billion in the prior year. This contraction, the initial under President William Ruto's administration, marks a significant shift from the previous financial year when collections more than doubled due to windfall income such as the mop-up of surplus cash from State agencies and a surge in e-Citizen platform fees. While collections remain above historical Sh100 billion averages, the decline indicates a normalisation after an exceptional spike driven by one-off inflows, raising concerns about the sustainability of revenue sources beyond traditional taxation.
