La Unidad Central Operativa (UCO) de la Guardia Civil ha atribuido a Santos Cerdán, secretario de Organización del PSOE, y a la militante socialista Leire Díez, una "actividad criminal" presuntamente orquestada entre 2024 y 2025 con el fin de boicotear causas judiciales que afectaban a miembros del Gobierno o al propio presidente, Pedro Sánchez. Según un atestado del sumario del "caso cloacas", Cerdán y Díez habrían liderado esta operación, con Cerdán en un nivel superior y Díez en uno ejecutivo, utilizando la estructura del partido y financiación encubierta para cubrir costes logísticos y pagos a Díez por valor de 22.500 € (sin IVA). La UCO señala que el objetivo era proteger intereses de "ciertos miembros del Gobierno" o del presidente ante investigaciones judiciales.
