Report: Beijing considers restricting access to China's leading AI models 07.07.2026

The Chinese government is currently considering potential restrictions on foreign access to advanced AI models in consultation with leading technology companies such as Alibaba, ByteDance, and Zhipu AI. These measures are viewed as necessary steps to ensure national security, potentially affecting both closed-source and open-weight models. The discussions, led by the Ministry of Commerce, also include classifying AI technology theft as a crime under the national security law, as well as new regulations for the financing of domestic startups. This comes against a backdrop of growing geopolitical tensions, as China fears that US models, such as Anthropic's Claude, could be used to exploit software vulnerabilities. At the same time, Beijing is attempting to retain domestic talent and technology through exit restrictions and reviews of overseas business dealings. Should these restrictions be implemented, costs for global users could rise, significantly impacting international AI markets.
