The United States, through the Department of the Treasury, issued a general license authorizing the provision of legal, financial advisory, and consulting services linked to a possible restructuring of Venezuela's debt and that of state oil company PDVSA, including its majority-owned entities. The measure, published on Tuesday, specifically allows for the evaluation, development, or preparation of restructuring options and proposals. However, the document explicitly clarifies that this license does not authorize the execution of any debt restructuring or liquidation by the Venezuelan government or PDVSA, nor does it permit direct negotiations between authorities and creditors. This authorization comes within the framework of US sanctions against the Caribbean country.
