Centerville, South Dakota, a town of approximately 900 residents located 40 miles southwest of Sioux Falls, has emerged as a statewide model for downtown redevelopment. Facing a decade ago with 14 vacant storefronts and a perception of decline, local leaders implemented a progressive vacant building ordinance in 2017. This ordinance, which involves registration, inspections, warnings, and potential fines, has spurred property owners to renovate or sell, leading to the revitalization of the central business district. The Centerville Development Corporation has acquired and redeveloped nearly a dozen buildings, now housing new businesses like a boutique, salon, tattoo parlor, restaurants, and a museum/art gallery. These efforts have attracted visitors, strengthened the local economy, and increased sales tax revenues, demonstrating a successful strategy for rural downtown rebirth.
