Analysts report that both sides' offensive capabilities are now outstripping their air defenses, leading to more strikes hitting their targets and causing greater damage to critical infrastructure. This has resulted in a sharp increase in civilian casualties, with the United Nations recording the highest number of civilians killed and injured in a single month in Ukraine since 2022 in June. At least 1,396 civilians were killed and 7,978 wounded in the first half of this year, a 37% increase compared to the same period in 2025.
