On Lake Serre-Ponçon in the Hautes-Alpes, the company Dragonfly Aviation, founded in 2013 by Bertrand Veauleger, offers introductory flights and training in ultralight seaplanes. With approximately 500 flight hours per year, demand is steadily increasing, but operations are limited by capacity constraints. The seaplane offers unique operational freedom: requiring little space and no infrastructure, only a body of water. Yet France has only about a dozen active operators, hindered by restrictive regulations.
