Senate impasse ends, ‘Win’ on top 03.06.2026

The Philippine Senate reorganized its leadership and committee structure on Wednesday, ending a two-day deadlock that had prevented sessions. The breakthrough occurred when Senator Francis "Chiz" Escudero joined 11 other senators, establishing a quorum and allowing proceedings to commence. Senator Sherwin "Win" Gatchalian was elected Senate president pro tempore and assumed the role of acting Senate president. This reorganization was contested by outgoing Senate President Alan Peter Cayetano, who declared the proceedings unconstitutional. The new majority bloc asserted that all positions were vacant, justifying the quorum based on 22 senators within the Senate's coercive jurisdiction, citing the Avelino v. Cuenco ruling. The Senate is preparing to convene as an impeachment court for Vice President Sara Duterte on July 6.
