SJDM in due diligence for new water partner after ending JV 05.05.2026

San Jose del Monte (SJDM) city government terminated its 25-year joint venture agreement with PrimeWater Infrastructure Corp. last year, alleging failure to meet service obligations and inadequate water supply. In March 2024, the city council granted Mayor Florida P. Robes emergency powers to assume operational control of water facilities from both PrimeWater and the San Jose Water District. City Administrator Rizaldy L. Mendoza revealed PrimeWater invested only P748 million in the city, far below its P6.8 billion capital spending pledge, with at least nine infrastructure projects uncompleted as per the JVA. Despite having 122.3 million liters per day of water available, operational issues persisted. The city is now undertaking due diligence to select a new interim water service provider, having inspected operations in Dumaguete City and Cagayan de Oro, and is in talks with Manila Water Co., Inc., Maynilad Water Services, Inc., and Crystal Bridges Holdings Corp. The new provider must demonstrate extensive experience, technical expertise, and sufficient financial capacity to ensure transparent and reliable water services.
