Source: A 'Wall' Conceals a Multi-Billion Dollar Unfinished Project at the Thermal Cycle Station » Baghdad Today News Agency 07.07.2026

An informed source told Baghdad Today on Tuesday, July 7, 2026, that Chinese delegations and companies conducted a field visit to the Dola Thermal Power Plant to assess the stalled 'Combined Cycle' project. The source explained that the project, which was supposed to enter service one or two years ago, continues to face significant delays in completion. The source noted allegations that contracting companies constructed an external wall to give passersby the impression of an integrated project, while the reality behind this wall is that works have not been completed to the announced level. The source emphasized that the continued failure of the project could negatively impact Iraq's electrical grid, especially given the issues related to contract drafting and implementation mechanisms. The agency calls upon the Ministry of Electricity and the plant management to provide an official clarification to the public regarding the actual completion rates and the true reasons behind this multi-billion dollar delay.
