S'pore air-con firm that didn't pay migrant workers has 'history of not paying workers properly': TWC2 06.07.2026

KPA Engineering, a Singapore-based air-conditioning contractor, is under investigation following reports that it failed to pay wages to over 400 migrant workers. The nonprofit organization Transient Workers Count Too (TWC2) revealed that the firm has a long-standing history of wage issues, having assisted six workers with salary disputes between 2025 and 2026. Despite previous mediation efforts through TADM, many workers received only partial payments or faced recurring issues. Financial instability at the firm was evident as early as 2023, with HSBC and DBS filing legal charges regarding unpaid debts. In response to the mass complaints at the MOM Services Centre, the Ministry of Manpower is investigating employment law breaches and assisting workers with new employment. The firm's director, Ramu Palani Velu, is currently assisting with investigations after his passport was impounded.
