Research by Moorepay reveals a significant disparity in state pension sufficiency across 39 European countries as of late October 2025, with pensions excluding rent covering living costs in 19 countries but falling short in 20. Luxembourg leads with pensions at 225% of living costs, followed by Italy (210%) and Finland (208%), while Georgia ranks lowest at 22%. Northern and Western European nations generally offer pensions that meet or exceed basic expenses, whereas Eastern Europe and the Balkans see pensions covering only a portion of these costs. The study, which excludes rent and uses data from Numbeo for living costs and national averages for pensions, highlights that if rent were included, the number of countries where pensions are insufficient would likely increase.
