According to Decree 271, starting from the 2029-2030 school year, students nationwide will be able to borrow textbooks free of charge through a loan-and-return system for reuse, aiming to reduce financial pressure and protect the environment. This policy applies to the general education curriculum, continuing education at the lower and upper secondary levels, and literacy programs. Localities with favorable economic conditions are encouraged to implement the policy earlier, with special priority given to border areas, islands, and ethnic minority regions. Book borrowing will take place at the beginning of the school year or semester, and students are responsible for returning them fully to the library. The Government also encourages the development of electronic textbooks and digital materials to align with modern trends, ensuring equality in educational access for all students.
