The passivity of trade unions is a weakening factor for democracy in Estonia, where many citizens feel dissatisfied with high prices, low wages, and a lack of jobs. Tõnn Viik argues that the liberal democratic system blurs responsibility and power, making it unclear who is responsible for problematic decisions – whether officials, economic partners, the opposition, or the previous government. The system is also inefficient at channeling societal tensions and dissatisfaction into constructive reforms. According to him, trade unions could be more active in keeping far-right forces away from power and channeling citizens' dissatisfaction towards improving the system, thereby strengthening democracy.
