The Dutch government is conducting a large-scale recovery operation in which thousands of asylum migrants will receive refunds for the integration fines they have paid. The cabinet, led by Minister Thierry Aartsen, has decided to waive all outstanding amounts. This decision follows a ruling by the European Court of Justice, which considered the previous legislation to be an unreasonable burden on this vulnerable group. The system was intended as an incentive for rapid integration, but proved to be unworkable in practice for people with trauma or other personal limitations. In 2021, nearly 10,000 permit holders were busy repaying debts, with an average amount of 4,400 euros per person. The recovery operation is seen as a necessary correction after a period in which the legislation clashed with European rules and caused significant financial stress for newcomers.
