Although the Constitutional Court of Montenegro yesterday declared unconstitutional the legal provisions based on which hundreds of privileged public officials and employees received apartments or favorable housing loans, it remains a question whether the state can take any action to recover what it illegally "rewarded" many judges, prosecutors, ministers, and MPs with. The Protector of Property-Legal Interests, Bojana Ćirović, stated that she had not yet reviewed the court's decision, but emphasized that the decisions on the allocation of apartments and loans were not annulled, but rather certain provisions of the Law on the Maintenance of Residential Buildings. According to her, the "conscientiousness of the individuals who acquired apartments and loans through legal transactions" must be valued, as well as the fact that the allocation procedures have been completed.
