War surgeon Tiit Meren criticizes the plan to develop large hospitals in Estonia, stating that the experience in Ukraine shows how the enemy no longer respects previous rules when attacking military objects. Meren emphasizes the changing nature of combat medicine, where due to drones and long distances, the "golden hour" has become a "golden day," requiring new tactics and a focus on stopping bleeding and primary wound dressing. He pointed out that even the severely wounded or enemies must be treated humanely today, and the use of new technologies, such as landmines, makes rescuing the wounded extremely difficult, requiring self-rescue capabilities from combatants. Additionally, he mentioned the role of NATO military medical organizations in coordinating crisis preparedness and the need to adapt to military innovations.
