He highlighted weak implementation capacity as a significant bottleneck and urged continued review of organizational structures to prevent task duplication. Personnel reforms require officials to possess strong ethics, strategic vision, digital skills, and problem-solving abilities, alongside a commitment to combatting corruption and bureaucratic inertia. Digital transformation within the Party is crucial for enhancing leadership, governance, and public services.
