The organization Transparencia Venezuela en el Exilio has published a technical manual designed to safeguard humanitarian aid against corruption through the implementation of international best practices. The document establishes five fundamental principles to ensure the integrity of resources. These include the strict separation between monetary and in-kind donation channels, the unambiguous identification of donors to prevent money laundering, and the rigorous digitalization of inventories. Likewise, the manual emphasizes the importance of the segregation of duties, prohibiting any single person from centralizing logistical processes, and promotes public accountability. Finally, it introduces the right to reject funds of dubious origin or those that are conditional. This framework seeks to strengthen institutional credibility and ensure that assistance effectively reaches the communities in need through independent supervision.
