Tusla is still 'routinely' placing children in hotel rooms with agency staff on emergency basis 08.09.2026

A recent inspection by the Health Information and Quality Authority (HIQA) has found that Tusla's out-of-hours service is still "routinely" placing children in "inappropriate" settings overnight, such as hotel rooms, with agency staff providing care. The report, which examined the service that provides emergency care when mainstream Tusla services are closed on evenings and weekends, identified significant deficiencies in governance and management structures. HIQA found that the service lacks a clear "purpose and function" and does not provide equal support to children across all parts of Ireland. Specifically, children outside of Dublin, Kildare, and Wicklow are supported by on-call social workers, leading to delays and "limited in-person" interactions for some children in emergency placements.
