The United Arab Emirates has achieved the highest rate of generative AI adoption in the world, according to Microsoft’s first-quarter Global AI Diffusion Report, with 70.1 percent of its working-age population actively using the technology. The UAE’s 6.1 percentage-point quarterly gain was among the largest of any leading nation, extending its lead over Singapore (63.4 percent) and far surpassing the United States, which languishes at 31.3 percent in 21st place. This result did not occur by accident. The UAE appointed the world’s first Minister of State for Artificial Intelligence in 2017 and subsequently implemented a comprehensive national strategy with sustained investment in digital infrastructure, cloud capacity, and research institutions. The report highlights that technological revolutions reward those who diffuse technology fastest, not those who invent it first, placing the UAE in a prime competitive position.
