United States Southern Command chief General Francis Donovan visited Caracas on Wednesday to meet with Venezuelan interim authorities, including President Delcy Rodriguez, Minister of the Interior Diosdado Cabello, and Minister of Defense Vladimir Padrino. The visit, described by the U.S. mission chief Laura Dogu as aimed at assessing security and aligning Venezuela with U.S. objectives, occurred as Venezuela prepares to debate a historic amnesty law intended to release all political detainees. Both nations agreed to cooperate on combating illicit drug trafficking, terrorism, and migration. This diplomatic engagement follows Venezuela's opening of its oil sector to private companies, including French firm Maurel & Prom, which was added to the U.S. list of authorized operators, signaling a normalization of relations severed in 2019.
