30 millions d'amis alerte sur la vente de chiens et chats : comment les animaleries contournent-elles la loi ? 19.02.2026

On February 18, 2026, the Fondation 30 Millions d'Amis announced its intention to petition the Conseil d'État to enforce the ban on pet stores selling dogs and cats, a law enacted on January 1, 2024, as part of the 2021 animal welfare legislation. The foundation claims that despite the prohibition, some pet stores are circumventing the law through loopholes, such as an arrêté from June 19, 2025, which allows animals to be displayed without direct public contact, effectively enabling continued sales. Furthermore, the absence of decrees defining sanctions for violations of the 2021 law, as highlighted by the Fondation Brigitte Bardot, leaves authorities without the means to enforce the ban, allowing for continued, and potentially online, commerce of these animals.
