In Germany, electricity and gas prices are composed of energy procurement, network and metering fees, and taxes/levies, with regulated components making up 60% of the cost, independent of actual energy prices. Regional variations in network fees, charged by hundreds of local and supra-regional network operators responsible for maintenance and expansion, lead to differing prices for consumers, sometimes by hundreds of euros annually. This disparity, where local consumers bear the costs of regional renewable energy investments that benefit all of Germany, has caused consumer frustration. To address this, the Federal Network Agency implemented a change in early 2025, introducing a surcharge for those outside high-investment regions and a reduction for those within, aiming for a fairer distribution of energy transition costs, with further discussions ongoing about potential nationwide fee standardization.
