The mayor clarified that the issue is not simply faulty equipment but rather deliberate acts by individuals who throw dirt, stones, and other debris into the fountains, thereby clogging the pumps. This vandalism requires council workers to fully empty each fountain before they can remove the debris and restore operation, a process that consumes significant time and large volumes of water.
