Traffic fines have evolved into a substantial source of income for many Flemish municipalities, rather than merely a means of influencing behavior. In 2008, municipalities generated less than 3 million euros from fines, but by last year, this had risen to 177 million euros. In some municipalities, such as Lo-Reninge and Wommelgem, a third and more than a quarter of local tax revenues, respectively, come from fines. This raises questions about the motivation behind enforcement, especially since effective average speed checks (trajectcontrole) should yield fewer returns over time.
