Zanzibar lawmakers propose masterplan to end land disputes 03.06.2026

Zanzibar lawmakers debated the Ministry of Lands and Housing Development’s budget for the 2026/27 financial year on Wednesday, June 3, 2026, proposing a comprehensive master plan as the definitive solution to persistent land disputes across the islands. Representatives highlighted that a lack of proper surveying, formal boundary recognition, and a clear strategic framework are the root causes of these conflicts, which often involve residents, security institutions, and affect agricultural land use. They emphasized the need for urgent surveying of unplanned areas, official recognition of boundaries even for security forces, and a review of existing land laws to address current realities. The proposed master plan aims to clearly define land use and ownership, reduce compensation payments, and improve monitoring systems. The Minister of Lands stated the ministry received Sh308.057 billion for the 2025/26 financial year, with priorities including master plan preparation, land surveying, and ICT system development.
